No, the the negotiations will not be continued because they already have
been terminated. The european governements already have signed the
consitution text the 29th october 2004:

Ah, thanks for the clarification. In that case it will be necessary
to check the "Intellectual Property" parts of that constitution.
Note that three of the texts linked to from that URL are in that
proprietary format instead (like the other two) in the documented
PDF...
The text now needs to be ratified by the national
paliaments. Some
countries (Luxembourg included) have chosen to ratify the text by
referendum.
The spanish people already said yes...
So remember: By saying "yes" you not only
agree to the general idea of
having a european constitution (which I think is basically a good idea)
but you agree to a specific law text!
