In the Web-Tools-all-in-one package, there is included Eclipse SDK with the
Web-Tools.
I don't know exactly what it can all edit, but it is a very nice tool.
What you can also check out it this:

but this is commercial.
Even look for MyEclipse (you have to pay around 30$ for a year), it is
build on eclipse, but has better plugins because you have to pay something...

There are plenty of XML Parsers available... For
which programming
language do you want it?
For C, there is libxml, included with most Linux
Distributions.
For Perl, there is perl-XML-Parser, also included
with many
distributions (such as SuSE and Fedora). If yours
doesn't have it, you
can download it from CPAN:
http://search.cpan.org/~msergeant/XML-Parser-2.34/
cpan -i XML::Parser
And finally, for Java you can find XML parsers in
the Apache XML and
Xerces projects, but there are plenty of other XML
parsers for Java as
well:
